Issuance of Suspension Orders-Letter by GS

Issuance of Suspension Orders

We are constrained to note that the bank has issued suspension Orders to an officer (Mrs . Suparna Tandon, AGM, NABARD , UP-RO, Lucknow) on the grounds of remaining on leave and not joining her duties at the new centre. In this regards NBOA would like to draw your kind attention to the following facts-

1. The Annual Transfers 2010 were beset with a lot of misgivings right from the start and HRMD has used the transfers as a tool to either bestow favouritism to a select few or to punish an identified few. The HRMD deviated from the declared Transfer Policy in more than 100 cases during 2010 which was brought to the notice of the Ex-Chairman by the Association.

2. NBOA vide its letters dated 07/04/2010, 10/05/2010, 26/05/2010,
09/06/2010 , 20/07/2010 , 21/07/2010 , 23/07/2010 , 09/08/2010 and 30/08/2010 addressed to our Ex- Chairman has brought the facts and figures to the knowledge of the bank and has requested to reconsider transfer cases of all those officers who were facing genuine difficulties specifically on the ground of illness (self or dependents) and education of wards. It may not be out of place to mention here that these two reasons are being considred as valid reasons for reconsideration of transfere cases of officers over the years since inception of NABARD including transfers effected in 2010.

3. The bank was kind enough of to reconsider a very few of such cases , leaving other 20 odd officers to fend for themselves.

4. As a natural sequel to the circumstances beyond their control , these officers , inspite of their best intent , were unable to report for their duties at the new centre AND AS SUCH THEY APPLIED FOR SANCTIONING OF LEAVES WELL IN ACCORDANCE TO THE NABARD STAFF RULES , 1983.

5. Subsequently , almost all of these officers have joined their duties and the officer under reference TOO HAS REPORTED FOR THE DUTIES ON 14/01/2011.

6. However, the bank has still decided to Suspend her services on 14.01.2011 itself even without Chargesheeting her or giving her a chance to give her defence on the issue, as is enshrined in the NABARD Staff Rules, 1983.

IN THE CIRCUMSTANCES WE REQUEST YOU TO FAVOURABLY INTERVENE IN THE MATTER AND REVOKE THE SUSPENSION ORDERS.

Wage settlement at NABARD

As you are aware that NABARD is making all efforts to provide a fillip to the agriculture and Rural development of the country and its contribution towards this end as an apex Developmental Financial Institution is well recognized.

The officers and employees of NABARD are fully committed towards this end and NABARD has become a vibrant and a strong balance sheet orgainisation.

Keeping in view this , the BOARD of Directors of NABARD has approved a revised wage settlement for the officers and employees of the bank on 08/11/2010 and NABARD has since referred it for clearance to MoF, GoI, New Delhi.

The necessary clearance is since awaited from the GoI.

We urge upon you to kindly bestow your personnel attention towards this and help us in getting the necessary clearance from the Government of India

Needless to say that your patronage and guidance shall be of immense importance for all the officers of NABARD in general and NBOA in particular. We shall ever remain thankful to you for your kind act.

Disciplinary Proceedings and other related - Issues against some of the officers

Please refer to the various written and verbal communication resting with your good offices on the captioned subject, in this connection we are thankful to you for your assurances that no disciplinary proceedings will be initiated against any of the officers who have not been able to join their new place of postings on time due to circumstances beyond their control and they had applied for sanctioning of legitimately accrued leaves in their accounts. However with due concern we have been informed by our units that many of the Regional Offices are initiating issuance of charge sheet etc. against the officers who have already joined their services at their respective place of postings. Needless to say that this harsh act on part of the bank against the officers who had already suffered on personal , financial and emotional ground is unwarranted and against the tenets of NABARD Staff Rules, 1983 too. In the circumstances , NBOA earnestly requests you to issue suitable instructions to respective CGMs/OICs to stop the disciplinary proceedings initiated or underway forthwith.

2. We have also been informed by a few of our units that bank has directed many of the officers to submit their statements of accounts and other such documents pertaining to their LTC bills which were availed and bills settled almost two years back. We draw your kind attention to the fact that the officers concerned have not only actually performed the travel but have submitted all the required documents viz air-ticket indicating the fare , boarding passes and bills etc. from the traveling agency. More-so neither the Concurrent audit nor the IAD has observed any shortcomings in the settlement of the bills. Now asking the officers after elapse of considerable time-period to procure some additional documents from the travel agency is not only very cumbersome but at times non feasible too. As such we request you to withdraw all such letters issued to officers.

Needless to say that this gracious act of yours shall lead to maintenance of conducive industrial harmony in the organization.

Dear Sir ,

Wage Settlement at NABARD

As you are aware that the Board of Directors of NABARD has approved implementation of revised wages for the officers and employees of NABARD at its meeting held on 08/11/2010 and the matter is since reportedly pending at GoI level for clearance.

Sir , you would agree that a considerable time period has elapsed and nothing fruitful seems to be happening towards this end. This unusual delay in implementation of a well deserved and legitimate wage revision, which has already been approved by the Board of Directors of the bank , is fueling resentment among the officers that too at a very critical time for business operations- the last quarter of the financial year. Needless to say that such resentment and unrest may lead to loss of operational efficiency at this crucial juncture.

As already requested in the past , both through written and verbal communications , NBOA once again requests you to use your good offices for getting the necessary clearance from GoI so as to ensure an early implementation of the revised wages for officers and employees of the bank.
