REDUCTION OF FACULTY POSITION FOR NABARD OFFICERS AT BIRD, LUCKNOW

1. Chairman 2.Managing Director
NABARD                                                                               18/03/2011
Head Office
Mumbai

Dear Sir ,
Out Sourcing of Faculty Positions at BIRD, Lucknow
With great anguish we have come to know that BIRD's Governing Council and NABARD has decided that only 50% of the sanctioned Faculty strength at BIRD will henceforth be filled-up by NABARD officers.

This will tantamount to curtailing the Career as well as professional pursuits of NABARD officers which were hither to available to them at BIRD, Lucknow. This will also lead to detoriation in the availability of quality Faculty support to the Institution.

BIRD was earlier part & parcel of NABARD and its hiving off into an autonomous Institution was based on a Gentlemen's agreement between the management and NBOA that as NABARD and its Human Resource shall strive to evolve BIRD into an Institute of Excellence it would also provide rich avenues to NABARD officers in terms of career and professional pursuits. Accordingly it was decided to have only core area faculty from the Market while the remaining Faculty positions shall be filled up in-house from NABARD officers. This deviation from the set norms & principles is a step towards privitisation of the Institute and we fear that similar fate awaits Institutions like NABCONS.

Sir , BIRD has been promoted and nurtured by Tabard's hard earned Profits and has been evolved into an Institute of repute by our sweet & toil and our officers should not be denied the resultant prospects.
We , therefore earnestly call upon you to reconsider the decision taken and maintain the status-quo in this regard till the matter is amicably resolved in due consultation with NBOAYours Sincerely (Dr.D.S.Chauhan)

HISTORIC ACHIEVEMENT - MESSAGE FROM PRESIDENT & GS

NBOA ZINDABAD NBOA ZINDABAD NBOA ZINDABAD NBOA ZINDABAD

DEAR MEMBERS

It has been a long wait and more importantly a tumultuous wait for all of you. But the TENACITY AND PATIENCE pays and if you are seeking legitimate and honest aspirations it always comes through.

Due to certain inherent situational contradictions at the time of last settlement (for the period 2002-2007) our wage settlement got a bit derailed and deviated from the set norms and principles as enshrined in NABARD Act and Staff Rules vis-a-vis parity with RBI was concerned.

As humble members of the NBOA it always used to prick us and our organizational pride and position was put to question by all and sundry.

The Herculean task for the present CEC in particular and NBOA in general was to put the Parity Issue in right perspective and back to track. We had to be content with a little hostile external environment and at times a little pessimistic internal support while we embarked upon this issue of retrieving what was lost.

NBOA adopted a principle of 'PLAN & PREVENT RATHER THAN REPENT & REPAIR'.

By all means it was a trying and testing times for the central leadership but we placed our hopes in the support, which we solicited and got from all of you. In between, other issues, not less important in nature such as career progression, transfers and postings or repositioning of the organization also kept coming and NBOA proved to be worthy flag-bearer towards safeguarding the varied aspirations of its membership. As the membership kept reposing its faith in the central and local leadership, the leadership also went about its job with all honesty and sincerity. The results are for all to see and the valuable lesson learned is 'UNITY FOSTERS STRENGTH'.

With professional and organizational zeal we persuaded, convinced and at times cajoled all those who mattered and withstood all the efforts made by certain quarters to desist us from our FOCUS. NBOA used its resources - organizations, physical, financial and political - with prudence towards meeting our goal and decided not to settle for anything less than what we were legitimately authorised to own. At times, it appeared that we were on a loosing turf but such moments were momentary and the FAITH, AFFECTION, SOLIDARITY AND UNITY of our members pepped us up leading to rejuvenating of organizational and individual courage in all of us who were bestowed with the responsibility of leading this august body.

After a long, patient and low profiled but intense battle NBOA HAS EMERGED WINNER.

Distortions of the past have been set right and the service conditions of our proud membership have been put at a pedestal commensurate to the WORTH & STATUS of our officers and our beloved organization - NABARD.

As we rejoice together lets not forget to put in place our heartfelt gratitude to all those who helped and facilitated our efforts leading to this historic achievement. NBOA places on record its sincere gratitude towards our present Chairman, without whose patronage, things would have been more difficult to achieve.

A very special note of thanks is extended to our ex-Chairman Sri U.C. Sarangi for not only being getting convinced towards our legitimate demands but more importantly for getting the Board of Directors convinced and also for convincing the GoI officials about the justification & foundation towards the settlement of our Charter of Demands.

We acknowledge with all humility the empathy and sagacity of our MD, which helped the things to remain on right track.

We extend our sincere thanks to EDs especially ED (HRMD) and all other senior executives for the untiring efforts put in by them.

We also place on record our thanks and great appreciation to all the officials posted in HRMD, FAD and Secretaries Department for working tirelessly towards this settlement. We also gratefully acknowledge the facilitation and liasioning work done by New Delhi OIC and his officers in order to achieve the clearance from the government. NBOA also places on record its gratitude to OIC and officers of West Bengal RO and DDMs of Kota & Sawai Madhopur for facilitating some of our important endeavours towards this end. Support enlisted from Sri Dholakia and Sri Samuel Johnson is also duly acknowledged.

We also express our regards to all those who, because of their professional and individual compulsions and choices, provided certain hiccups in our path but in doing so they contributed towards strengthening our resolve and cementing our solidarity.

We acknowledge with gratitude the political patronage, which we enlisted towards achieving this historical moment in the history of NBOA. We acknowledge with gratefulness the support and strength provided to us by our patron Sri Anil Shastriji and by Hon'ble State Minister of Agriculture, GoI, Sri Harish Rawatiji to us from time to time.

Last, but far from the least, Central Unit salutes its members, who not only reposed their faith in us but displayed a rock solid unity and organizational strength and without whom this would not have been possible. We are sure that in times to come NBOA shall be more vibrant, potent and efficiently entity.

Wishing all of you more such happy moments...
