NON-IMPLEMENTATION OF DDM PACKAGE - LETTER BY GS

Non Revision/Implimentation of DDMs Package

NABARD has got District Offices across the country which are functional from Residence-Cum-Office (RCO) of our DDMs. The officers posted at the districts are required to function and carry out NABARD's mandate under trying circumstances. Nonetheless, over the years our DDMs' offices have not only carried out the duties and responsibilities assigned to them but have also created a niche for themselves and this endeavor of NABARD has been highly acclaimed by the GoI, State Governments and other related partners to rural development.

Sir, the RCO concept is a unique business model which is being practiced only by NABARD even among the PSUs , leave aside the FIs. It is effective , efficient and enormously economical for the organisation. Our Officers have risen to the occasion and call of the duty on this aspect too and have effectively manned the institution of DDMs' office. As such it becomes the corporate and moral responsibility of the management to proactively cater to the genuine needs and aspirations of the DDMs.

NBOA, has been fervently requesting and persuading the bank for revision of DDMs off-wage package. During the various discussions held with Chairman , MD and ED (HRMD) of the bank the issue was discussed threadbare and all the senior executives have agreed to this the genuineness of this demand of ours. In fact, a committee was constituted and its recommendations were provided to the HRMD-PPD. Subsequently, on the instructions of the MD, office-bearers of NBOA sat with HRMD officials and the DDM package was finalised as per mutual consultation. NBOA was promised that the DDM package shall be implemented expeditiously in the year 2009-10 itself. However, inspite of our repeated reminders we have been getting only promises and assurances on the issue since last 18 months or so.

We , therefore , earnestly request you to favourably intervene in the matter and get the revised DDMs package see the light of the day without any further delay. THANKING YOU

REQUEST FOR ANNUAL TRANSFERS 2011 - MESSAGE FROM GS

Dear Unit Secretary,
As u are aware that annual transfer exercise is ongoing. Many of our members are approaching us for thier transfers related issues. It has been decided by the central unit to take up the cases on a transparent and consolidated basis as we have done in the past years too. As such you are requested to forward to us all such cases wherein the members have approached NBOA for its intervention. PLEASE ENSURE THAT THE REASONS GIVEN BY THE MEMBERS ARE LEGITMATE AND ARE GENERALLY PERTAINING TO HEALTH , EDUCATION AND FAMILY CIRCUMSTANCES. The cases may be forwarded to undersigned with a copy to President and OS latest by 28/02/11. Please treat this as urgent. The requests so recieved may be forwarded to us in the attached format.

Wage Revision-Delay in GoI approval

Wage Revision -Delay in Govt. of India approval


As you are all aware, the Wage Revision proposal as approved by our Board of Directors is pending with GOI since 15 November 2010. NBOA is also aware of the expectations and anxiety in the minds of our members regarding the undue delay in obtaining GOI approval for the same. In the meantime, Ministry of Finance, GOI sought numerous clarifications from NABARD on issues like Parity in Pay Scale of NABARD Officers with RBI and admissibility of Grade Allowance etc, which were promptly furnished to MoF. NBOA Representatives also met Hon'ble Minister of State for Finance, Shri N. N. Meena on 11 January 2011 and the officials of Department of Financial Services and OSD to Hon'ble Finance Minister on 25 January 2011 and explained them forcefully the background & justification for extending pay scale etc. to NABARD officers & employees on par with RBI.

Since the GOI approval is still awaited, All India Office Bearers of NBOA (President, Vice President, General Secretary, Organising Secretary, Treasurer & five Zonal Secretaries) met at New Delhi on 13,14 & 15 February 2011 to take stock of the situation and to chalk out the next course of action.

The meeting discussed the following issues:

  • Wage settlement-Status & further course of action, in case the settlement is further delayed or not on the same line as in RBI
  • The issue of non payment of salary & non-regularisation of leave of those transferred officers who have reported after a lapse of time
  • The date and location of the next National Council Meeting
After taking stock of the situation, the NBOA Representatives sought appointment from Hon'ble FM, MoS, OSD to FM & DFS officials for conveying them the frustration and anxiety of NABARD officials regarding wage revision. On 14 February, NBOA Representatives met Hon'ble Minister of State for Finance, Shri N. N. Meena and conveyed him the anxiety and apprehensions of officers over the delay in wage revision. The background, justification, and statutory commitments of GOI to extend pay scale etc. to NABARD officers & employees on par with RBI was also explained to him. Hon'ble MoS was sympathetic & favourable to our cause. On 15 February 2011, NBOA Representatives met OSD to the FM and other DFS officials and expressed their concern at the delay in effecting the wage revision in NABARD. Certain issues pertaining to parity & grade allowance raised by the OSD were also clarified to his satisfaction. The officials were sympathetic and indicated that there is no cause for concern.

Attempts to meet the FM did not fructify as the Hon’ble FM was pre-occupied.

Friends, Our Top Management, including our ex-Chairman, HRMD, Officials of New Delhi RO, Office Bearers of New Delhi Unit and the members of NBOA all over the country, all have contributed in getting the wage proposal through the numerous hurdles that were encountered along the way. All members are requested to continue to be patient and also vigilant and to be ready for any action just in case any unfavourable decision is taken by the GoI on our wage proposal.
  • As regards the National Council Meeting, it has been tentatively proposed to be held at Patna very soon.
  • The matter regarding the regularisation of the leave of the transferees will be taken up with the management.
  • A schedule for a sustained agitation has also been chalked out in case the settlement is not as per expectations.

Members are requested not to give credence to rumours and unsubstantiated "information" passed on by numerous well wishers.

NATIONAL COUNCIL TO BE HELD AT THE EARLIEST-Kolkata Unit's Views

Dear Friends
 
The Executive Committee of NBOA, Kolkata Unit in its meeting held on 17 Februay 2011 decided to request Central Unit to hold the National Council at the earliest possible date.
 
To keep the records straight, we expressed our inability to Central Unit to organize the same at Kolkata after 04 March 2011 owing to non-availability of our Committee Members who have prior committments to attend to.
 
However, our best wishes to Patna Unit who, as per President's e-mail communication dated 18 February 2011, will be organizing the same. Having prepared ourselves to host the NC over last couple of months, we would like to extend any cooperation they need from our side eg making available our blog for the purpose. 
 
Central Unit may please finalize the dates to hold the National Council at the earliest before annual closing and annual transfers keep the unit office bearers engaged.

PLEASE REFER TO THE APPEAL OF NBOA VIDE OUR CIRCULAR DATED 06 FEBRUARY 2011 REQUESTING OUR WISE AND EXPERIENCED MEMBERS NOT TO PAY ANY HEED TO RUMOURS ON WAGE REVISION, NOT BE SWAYED BY SUCH UNTRUE,HALF BAKED STATEMENTS AND NOT BE PART OF SUCH RUMOUR. WE HOPE UNITS MUST HAVE DISPLAYED THE SAID APPEAL IN THE NOTICE BOARD FOR INFORMATION OF MEMBERS.

DESPITE THE SAME,LOT OF UNFOUNDED RUMOURS ARE SPREADING IN LIGHTNING SPEED TODAY ABOUT THE WAGE REVISION IN ALL Ros.

Message from General Secretary

Dear unit Secretaries,
as you may be aware that last 15 days have been very trying and emotionally tedious for me and my family. we could manage  to scrape thru all this with almost nothing lost is only due to GODs' kindness and best wishes of all of you. Almost entire NABARD parivar stood by us in this hour of crisis and they prayed, in all the forms, for the speedy recovery of my son...with this sort of support from my esteemed friends and colleagues I knew that GOD cannot be that unkind and will answer our prayers. Now that my son is almost Ok and life seems to be limping back to normalcy both for him and me I along with my wife and family put in place our sincere thanx and gratitude for each and every NABARDian for being with us and for extending the best possible cooperation and their best wishes to my son and us. Thanx once again.
I would also like to apprise all of you that in spite of the crisis i was in the central unit office-bearers have been doing everything possible and required to pursue our wage settlement and i as GS was constantly in touch with them and within the given circumstances was contributing towards this responsibility of AINBOA in my own little way. Needless to say that this strength and will power of mine was and is direct result of all the support, cooperation and wishes all of you have always extended to me.
My sincere regrets are also due to Kolkata unit for putting them to all sort of troubles due to postponement of the CEC & NC entirely due to the personal crisis of mine. Please accept mine sincere and deep regrets on this account.
Me and my family also express our gratitude to all the officers and staff of Punjab & Haryana RO  for all the physical , emotional and spiritual help extended by them to us, without which it would have been near impossible to manage the things by us.
I will be attending the office-bearers meeting on 13/02/2011 at New Delhi and I am sure that our wage settlement is moving in right direction and NBOA shall be in a position to convey to its members positive information very soon...

POSTPONEMENT OF CEC & NC

Dear Friends

NBOA, Kolkata Unit is aware of the unfortunate and unforeseen developments over last few days which has put the Central Unit in a difficult position and understands the compulsions which has led to this postponement. It has not been too great an inconvenience to us, nevertheless  we’ll certainly communicate the apology of Central Unit to our members and the local management.

However, in view of the on-going wage revision issue as mentioned in paragraph (4) of the letter dated 06 February 2011 written by the President, the Executive Committee of NBOA, Kolkata Unit in its meeting held on 07 February 2011 resolved to request Central Unit to hold CEC/NC at the earliest to chalk out the course of action. Central Unit is also requested to keep the local units posted about the developments on wage revision on a regular basis.

WE ARE ALSO AWARE THAT LOTS OF RUMOUR ARE CREATED,FLOATED AND CIRCULATED BY MANY PEOPLE REGARDING WAGE REVISION.SOME GIVE RUNNING COMMENTARIES ON WAGE REVISION FILE MOVEMENT AT VARIOUS LEVELS AND SOME GIVE ALMOST FINAL VERDICT ON COMMERCIAL BANK SCALE GOING TO BE IMPLEMENTED IN NABARD.SOME GO TO THE EXTENT OF MAKING CERTAIN STATEMENTS WHICH ARE LIKELY TO HAVE SERIOUS NEGATIVE IMPACT ON OUR EFFORTS TO GET WAGE REVISION ON LINES OF RBI.

WE REQUEST OUR WISE AND EXPERIENCED MEMBERS NOT TO PAY ANY HEED TO SUCH RUMOURS, NOT BE SWAYED BY SUCH UNTRUE,HALF BAKED STATEMENTS AND NOT BE PART OF SUCH RUMOUR.

CONCRETE INFORMATION ON DEVELOPMENTS IN THIS REGARD WILL BE COMMUNICATED BY AINBOA TO ALL UNITS/MEMBERS AS AND WHEN IT IS NECESSARY.
