Delay in Issuance of Transfer Orders
We draw your kind attention to our meetings held with MD, ED (HRMD) and other senior executives of HRMD on the captioned issue. We had indicated that as per the CBSE/ICSE guidelines all the schools and colleges are commencing their new academic sessions from March/April and as such Transfer orders for the year 2011-12 may be issued at the earliest so as the transferee officers are able to take decisions pertaining to the studies of their wards. More so, the transfers in NABARD, being in the nature of Interstate transfers, also require that a transferee officer has to put other paraphernalia for his family, pertaining to his social and domestic obligations, in place before moving out to take-up the new assignment. NBOA was made to know that the job is being done expeditiously and transfer orders will be issued very soon.
Over the last few years the annual transfer orders at NABARD have been issued latest by the second/third week of April, in fact NBOA has been demanding the management to complete the exercise latest by March end itself, so as to minimise the transfer related difficulties for an officer. To the dismay of the members, specially those who are under Zone of Consideration for a transfer , the wait seems to be unending and in the process the officers concerned are being made to incur financial losses and have been put under constant avoidable stress. In light of the above we earnestly request you to consider the following-
1. As the process has already been delayed the number of transfers, as also laid down in the NABARD Transfer Policy be kept at the bare minimum.
2. In order to ensure the bare minimum transfers only those officers who have completed their tenures at NE states and other difficult rated centers, as also at Jammu may be considered for transfer.
3. In addition to the above the requests put in by officers seeking a transfer to their choice centers due to various reasons beyond their control, may be considered favourably.
4. To issue the transfer orders without any further delay.
The above request if granted shall not only reduce the problems faced by the individual officers but would also result in curtailing the revenue expenditure related to the transfers by the bank and would also result in saving of precious Mandays of work.
