PENDING ISSUES - LETTER BY GS

Long Pending Issues

Please refer to our letter dated 26/04/2011 on the captioned subject.

We once again draw your kind attention to the fact that inspite of repeated written and verbal requests, the Bank has chosen not to implement many of the agreed upon Issues though a considerable time period has already elapsed. Our repeated requests on the issue have fallen on deaf ears. A few of the important issues already agreed upon by the management and still pending for Implementation for years and months together are-

1. Non Implementation of DDMs Package- Pending for more than two years despite assurance given by the management on 28 June 2010 for its immediate implementation.

2. Enhancement of Ph.D Allowance so as to make it at par with RBI- Pending for nearly 3 years .

3. Provision for providing Car to GMs (Part B of the charter of Settlement)- Pending for 6 months

4. Provision for providing A/Cs to GMs (Part B of the charter of Settlement)--Pending for 6 months

5. Revocation of decision to reduce Faculty Position at BIRD for NABARD officers

6. Revocation of steps initiated by the Bank to intimidate and harass some of the officers.

7. Non Implementation of decisions taken at JCC meetings.

8. Non Convening of long overdue JCC meeting.

9. Non providing of a signed copy of the PAR feedback sheet (year 2009-10)

In addition to the above, other important issues such as Non-Implementation of HR Committee Recommendations , Issues related to Repositioning of NABARD (BCG exercise), Issue pertaining to deduction of CL from officers of West Bengal RO on the days when office was closed, Roll back of hike in VOF tariffs and Issues arising out of transfer exercise 2011 are also pending for settlement and require urgent discussions.

We are also constrained to submit that during the last 6 months the matters relating to internal administrative issues requiring urgent solutions both in the interest of institution as well as staff members have been kept unresolved in the absence of any interaction between management & NBOA. This has fomented widespread dissatisfaction amongst the officers community.In fact,it is widely believed that there is nobody at the top to take any decision on internal administrative matters including promotions,transfers etc which are kept pending for months together.

We, therefore, once again solicit an urgent audience, latest by 10/06/2011, with you , to sort out the above issues.

Needless to say that the present state of widespread dissatisfaction amongst the officers over the unresolved issues may lead to disturbance of conducive Industrial Harmony in the Bank. You will kindly agree that NBOA cannot be held responsible in case such eventuality does arise.
