Dear Sir ,

Disciplinary Proceedings and other related - Issues against some of the officers

Please refer to the various written and verbal communication resting with your good offices on the captioned subject, in this connection we are thankful to you for your assurances that no disciplinary proceedings will be initiated against any of the officers who have not been able to join their new place of postings on time due to circumstances beyond their control and they had applied for sanctioning of legitimately accrued leaves in their accounts. However with due concern we have been informed by our units that many of the Regional Offices are initiating issuance of charge sheet etc. against the officers who have already joined their services at their respective place of postings. Needless to say that this harsh act on part of the bank against the officers who had already suffered on personal , financial and emotional ground is unwarranted and against the tenets of NABARD Staff Rules, 1983 too. In the circumstances , NBOA earnestly requests you to issue suitable instructions to respective CGMs/OICs to stop the disciplinary proceedings initiated or underway forthwith.

2. We have also been informed by a few of our units that bank has directed many of the officers to submit their statements of accounts and other such documents pertaining to their LTC bills which were availed and bills settled almost two years back. We draw your kind attention to the fact that the officers concerned have not only actually performed the travel but have submitted all the required documents viz air-ticket indicating the fare , boarding passes and bills etc. from the traveling agency. More-so neither the Concurrent audit nor the IAD has observed any shortcomings in the settlement of the bills. Now asking the officers after elapse of considerable time-period to procure some additional documents from the travel agency is not only very cumbersome but at times non feasible too. As such we request you to withdraw all such letters issued to officers.

Needless to say that this gracious act of yours shall lead to maintenance of conducive industrial harmony in the organization.
