Issuance of Suspension Orders-Letter by GS

Dear Sir,
Issuance of Suspension Orders

We are constrained to note that the bank has issued suspension Orders to an officer (Mrs . Suparna Tandon, AGM, NABARD , UP-RO, Lucknow) on the grounds of remaining on leave and not joining her duties at the new centre. In this regards NBOA would like to draw your kind attention to the following facts-

1. The Annual Transfers 2010 were beset with a lot of misgivings right from the start and HRMD has used the transfers as a tool to either bestow favouritism to a select few or to punish an identified few. The HRMD deviated from the declared Transfer Policy in more than 100 cases during 2010 which was brought to the notice of the Ex-Chairman by the Association.

2. NBOA vide its letters dated 07/04/2010, 10/05/2010, 26/05/2010,
09/06/2010 , 20/07/2010 , 21/07/2010 , 23/07/2010 , 09/08/2010 and 30/08/2010 addressed to our Ex- Chairman has brought the facts and figures to the knowledge of the bank and has requested to reconsider transfer cases of all those officers who were facing genuine difficulties specifically on the ground of illness (self or dependents) and education of wards. It may not be out of place to mention here that these two reasons are being considred as valid reasons for reconsideration of transfere cases of officers over the years since inception of NABARD including transfers effected in 2010.

3. The bank was kind enough of to reconsider a very few of such cases , leaving other 20 odd officers to fend for themselves.

4. As a natural sequel to the circumstances beyond their control , these officers , inspite of their best intent , were unable to report for their duties at the new centre AND AS SUCH THEY APPLIED FOR SANCTIONING OF LEAVES WELL IN ACCORDANCE TO THE NABARD STAFF RULES , 1983.

5. Subsequently , almost all of these officers have joined their duties and the officer under reference TOO HAS REPORTED FOR THE DUTIES ON 14/01/2011.

6. However, the bank has still decided to Suspend her services on 14.01.2011 itself even without Chargesheeting her or giving her a chance to give her defence on the issue, as is enshrined in the NABARD Staff Rules, 1983.

IN THE CIRCUMSTANCES WE REQUEST YOU TO FAVOURABLY INTERVENE IN THE MATTER AND REVOKE THE SUSPENSION ORDERS.
