AMENDMENT TO THE CONSTITUTION OF NBOA PROPOSED BY KOLKATA UNIT

As per the resolution passed by the General Body of NBOA, Kolkata in its meeting held on 09 December 2010 and subsequently discussed and approved on 23 March 2011, we propose the following amendments to the Constitution of NBOA to be included in the agenda for National Council:

1. In the event of transfer of an office bearer of Central Unit to another unit from where s/he has not been elected, the representation of the unit to which the Central Unit office bearer is transferred should continue in the CEC. That is, the representation of the unit in the CEC should not cease because of the presence of an office bearer of Central Unit in that particular unit by virtue of transfer. Both the Central Unit office bearer and the local unit representative should continue to represent.

2. The relevance of the post of Zonal Secretary should be reviewed and the post should be done away with. Instead, five new office bearers posts - in the form of two Vice Presidents (in place of one), two Joint Secretaries (in place of one) and eight Executive Committee Members (in place of five) - may be created which will compensate for the loss numerical strength of the Central Unit office bearers.

3. Some modalities have to be worked out for representation of smaller units either by tagging them with bigger units taking geographical proximity into account or they may continue as separate units but representation in the CEC may be allowed based on strength of combined membership. There are at least eleven to twelve smaller units which go unrepresented.
