Administrative facilities to DDMs- Revision thereofPlease refer to AC-187 / PPD-56/2011 dated 21/09/2011 on the captioned subject. We thank you for the decision taken by the bank towards revising the administrative facilities to DDMs , which were long long overdue.
However we are dismayed to note that the revisions affected upon are TOO LATE AND TOO LITTLE , to say the best. Infact many of the existing facilities , which are otherwise available to the officers posted in ROs have been withdrawn from the DDMs (eg.leased rent to all the officers , irrespective of the population of the town is pegged at Rs.9000/= , however the same facility has not been extended to the DDMs , officers who are not drawing drivers allowance are eligible for claiming local conveyance but the same has been withdrawn from the DDMs).
Even the increase in office maintenance allowance @ Rs. 4000/= per month which has been revised after a decade or so is not commensurate to the present inflation rate. The 'additional' hither to available to DDMs , having tagged districts , too have been unilaterally withdrawn, putting DDMs having tagged districts at a disadvantage vis-a-vis with a DDM having no tagged district.
More so , the revisions affected too are in great variance to those which were agreed upon by the NBOA at the time of discussions held with CPD/PPD.
In view of the above we request you to consider suitable modifications to the contents of the AC under reference in consultation with NBOA so as to provide meaningful facilities to the DDMs.

EARTH QUAKE AT SIKKIM
As all of as are aware that major part of our NE country has suffered huge losses due to the severe earth quake which rocked it recently. As righteous citizen of this country , its our duty to contribute in the rebuilding process of the affected area.
Its with this background , we request you to kindly allow the officers to donate to Prime Ministers Relief Fund through the process of debiting of the Ordinary Leave/s , as was allowed in the past too.
Meanwhile , we are issuing an appeal to our members to contribute to this cause by other direct means too.

Please refer to our fax message dated 19/09/2011 on the captioned subject. In this connection we draw your kind attention as per the following-
1. We have received intimation from officers posted at Sikkim that their residential units have suffered heavy damages and it would require major repairs before they are again made habitable. As of now its not feasible for officers to even scout for alternate arrangements as the condition of majority of houses in Sikkim is pitiable. OFFICERS ARE STAYING PUT IN THE OFFICE PREMISES FOR LAST TWO/THREE DAYS.
2. Basic amenities such as WATER SUPPLY , ELECTRICITY AND GENERAL CLEANLINESS has been greatly hampered and officers and their families are facing an uphill task in their day to day chores. AS PER THE AUTHORITIES , IT MAY TAKE AT LEAST TWO MONTHS TO RESTORE THE BARE MINIMUM NORMALCY IN THE TOWN.
3. As most of the officers are living alone there at Sikkim , they do not even have the basic prerogative of having the psychological and moral support of their family members and the basic psyche of the officers in the post trauma period is at best can be described as fragile.
IN VIEW OF THE ABOVE WE REQUEST YOU TO-
1. To shift the office to a safer place for the time being , may be to nearby Siliguri.
2. Grant One months Special leave to officers , to be expended within a reasonable period of time , so that they can visit and convalesce with their family members.
3. Provide adequate monetary compensation as an act of grace so as to mitigate some of their mental , physical and financial loss.
THIS KIND ACT OF YOURS WILL GO A LONG WAY IN CREATING AN IMAGE OF NABARD AS AN ORGANISATION WHICH CARES FOR ITS STAFF.
