                                    Annual Discussion on 31/01/2012 
     Please refer to your letter No.  HRMD/PPD/1476/U-2(AINEA)/2011-12 dated 26/12/2011 on the captioned subject. In this connection we express our thanks for deciding to have long pending Annual Discussions with AINBOA. However we request you as follows on the issue-
1. That bank is on course of implementing certain decisions which are directly and adversely affecting the officers community and which are resulting in the alteration/modification of the service conditions of the officers. We name a few of such contentious issues on which NBOA is already on the path of agitation-
A. Implementation of BCG suggestions on the operations of NABARD which may lead to alteration in DFI status of NABARD.
B. Direct recruitment at grade ‘B’ level leading to choking of  career opportunities of  all existing grade ‘A’ officers.
C. Discriminatory scheme of NTS leading to forgoing of career opportunity as also PP scheme.
D. Highly objectionable and discriminatory scheme of PP scheme in grade ‘C’ for an identified group of officers.
E. Proposed changes in PAR format
F. Non implimentation of various various facilitiies such as Lounge facility , Ph.D allowance , NE package and LTC scheme at par with that of RBI
G. Reportedly changes are being contemplated in grade ‘E’ to ‘F’ promotion eligibility criterion.
H. Reported freezing of the promotion opportunities in grade ‘B’ to ‘C’ and grade ‘A’ to ‘B’  for the present panel.
I. Sanctioning of EOL officers in contradiction to provisions of NABARD Staff Rules, 1982.
J . Castigating and doubting financial integrity of hundreds of officers  on LTC scheme without any material evidence.
K . Arbitrarily punishing the officers by way of suspensions , transfers , non sanctioning of legitimate leaves and evictions from staff quarters.
2.    In view of the above , we request an immediate discussion (annual or in addition to it) , preferably before 06/01/2012 ,  with the management so as to amicably solve these issues OR we request the bank to put on hold all the above issues till 31/01/2012.
   Pending a favourable decision as requested at  para ‘2’ above NBOA shall be constrained to continue with its agitation program.

Appeal to intervene- Status of NBOA
We very humbly would like to bring to your kind notice the following aspects of utmost and urgent importance pertaining to the existence of NBOA as a constitutionally backed and management recognised body.
1. That the NABARD management had accorded recognition to NBOA as a sole representative body of officers of NABARD since 1983. That , the recognition to the NBOA is accorded as per the ‘ The right to associate and form association as enshrined in the article 19 (1) of the Indian Constitution ‘ and is based on the instructions issued by GoI from time to time on the subject matter.
2. As a process to get this recognition the NBOA had submitted to NABARD its Constitution & Rules and the recognition to NBOA has been accorded by the bank only after duly considering and accepting various and all the covenants of the NBOA bye-laws.Whenever any ammendment is carried out in the said Constitution & Rules,it is mandatory for NBOA to submit the same to the Bank for approval.The Constitution & Rules of NBOA ,as ammended up to date,has been approved by the management.
3. Of the many facilities and rights extended to NBOA, as a recognised body (for that matter to any recognised Association/Union) , by the bank - the one pertains to the ‘check-off’ facility i.e. The bank will deduct the subscriptions towards the NBOA from the salary of its members and remit the same to NBOA’s account.
4.
‘ EVERY MEMBER OF THE ASSOCIATION SHALL PAY TO HIS/HER RESPECTIVE UNIT , AN ANNUAL SUBSCRIPTION AS MAY BE FIXED BY THE NATIONAL COUNCIL FROM TIME TO TIME , EITHER ANNUALLY OR ON A MONTHLY BASIS. THE ONE TIME AUTHORISATION FOR DEDUCTION OF MONTHLY SUBSCRIPTION FROM THE SALARY OF THE MEMBER WILL BE VALID FOR DEDUCTION OF MONTHLY SUBSCRIPTION AT ENHANCED RATE , IF ANY , SUBSEQUENTLY DECIDED BY THE NATIONAL COUNCIL AND NO FURTHER AUTHORISATION SHALL BE REQUIRED.’

WE REPRODUCE BELOW THE CLAUSE 6.1 OF CONSTITUTION & RULES OF NBOA PERTAINING TO THE MONTHLY SUBSCRIPTION TO BE PAID BY ITS MEMBERS:5. Under the ambit of its current bye-laws the National Council of NBOA at its meeting held on 30/03/2011 at Bhopal has unanimously decided to enhance its monthly subscription from Rs.20/= to Rs.100/= and accordingly passed a resolution. The Mumbai unit has at its GB meetings held on 08.04.2011 and 05.10.2011 have also decided unanimously to abide by the NC directives. Based on these legalities the Mumbai units has approached the GAD at HO to accordingly deduct and remit the monthly subscription to NBOA.6
7. The stoppage of Check-Off facility to NBOA by the bank for the last 2 months as explained above implies virtual derecognition of NBOA and tantamount to weaken and undermine the status and very existence of NBOA and is unwarranted and unconstitutional in nature. NBOA considers this step of the bank as undue interference in its internal affairs and lodges its strong protest over the matter.
8. We believe that your good self have not been apprised of this act of GAD or else this state of affairs would not have occurred in the very first place. WE , THEREFORE REQUEST YOU VERY EARNESTLY TO FAVOURABLY INTERVENE IN THE MATTER AND DIRECT THE CONCERNED AUTHORITIES TO DEDUCT AND REMIT THE NBOA SUBSCRIPTION AT ITS CURRENT RATE i.e. @ Rs. 100.00 PER MONTH WITHOUT ANY FURTHER DELAY.
9. We are ready to provide and discuss any clarifications on the issue , if you so desire. Needless to say that this act of yours shall go a long way in fostering healthy relationship between Management and NBOA and shall ensure an enduring industrial harmony in the bank.

Sanction of EOL to Officers
We have been apprised by some of our units as also the individual members that the bank has recently taken a decision to convert already sanctioned Sick Leaves and Ordinary Leaves to EOLs in case of more than a dozen of officers. In this regard we bring to your kind notice the following-
1. The NABARD Staff Rules , 1982 , by which the service conditions of our officers are governed are clear and explicit on the issue as per the following-
A) It indicates that EOL can be sanctioned
2. That in all the cases the respective competent authorities while initially sanctioning the SL & OL were convinced that the officers concerned were genuinely sick and/or were not able to attend to their duties due to reasons beyond their control. As such treatingthe already sanctioned OL/sick leave to EOL is gross injustice to them.
3. That the NBOA , vide its CEC resolution and also as per the discussions held at JCC meeting has requested the CGM (HRMD) to favourably consider the appeals in respect of two officers who were not sanctioned legitimate leaves in the nature of SL/OL by the CGM’s of J&K and Gujrat Ros in violation of NABARD Staff Rules. CGM (HRMD ) has assured us to look into these two cases , however to our dismay and anguish , the bank in order to legitimize two wrong decisions pointed by us has decided to extend the irregularity to another dozens of officers. More so an impression is sought to be created as if the present action of the Bank is as per NBOA’s demand , which is far from truth and a gross misrepresentation of facts and is highly uncalled for too.
We , therefore request you to instruct the HRMD to sanction legitimate leaves to all the officers concerned at the earliest. Thanking You.

Dear Sir ,

Please refer to the various requests and correspondence resting with your office on the captioned subject as also the appeals made to you by the affected officers on the subject matter. Though a considerable time period has elapsed the issue of effecting recoveries and imposing of penal provisions on the officers towards the availing of eligible LTC facility is yet to be favourably resolved. In this regards we again bring to your kind notice the following facts-
1. To construe that an officer has received financial kickbacks , without having any documentary evidence , merely on the basis of sector rates quoted by airlines on their web sites being in variance with those charged by the IATA approved traveling agents or the travel agents has charged more on the tickets than what has been passed on to the airlines by him is not fair and is volitive of the natural justice too.
2. Furthermore , the officers concerned have submitted all the required documents at the time of settlement of their LTC bills and have provided to the bank additional documents as called for the bank too. That the bank has found all these documents to be valid and authentic too.
3. Sir , with a clear analogy in view , the day is not far when some one can charge the management of receiving the kickbacks because the airline tickets being provided by our authorised travel agents i.e. Balmer & Lawrie too are invariably overpriced if compared to the rates quoted by the respective airlines at their web sites on the day of booking.we have got documentary evidence with us that the registered travel agengy/agencies now shortlisted by HO for booking LTC tickets also charges more from the passenger than what is being passed on to the airlines by them. In this era of ever fluctuating rates , the quotes at the web sites cannot be construed as benchmark for arriving at a decision of such nature. More so if the agents concerned have provided the officers with a legitimate bill/invoice and a receipt of payment received then how officers can be held guilty even if the agent concerned has overcharged him for the ticket ?
WE , THEREFORE REQUEST YOU TO FAVOURABLY CONSIDER THE APPEALS FORWARDED BY THE OFFICERS AND PROVIDE THEM WITH NECESSARY RELIEF ON THE ISSUE.If you so desire we are ready to put forth our view points on the issue in person and also submit necessary documents to buttress our assertions on the issue. The New Appraisal SystemPlease refer to the various correspondence resting with your office on the captioned subject and also the meeting NBOA representatives had with CGM(HRMD) on the subject matter on 17/10/2011. In this regards we once again draw your kind attention to the following-
1. It was a relief to hear from the CGM (HRMD) that the present exercise is just a one time affair initiated to have a feedback on its utility and to make officers well versed in finalising their KPAs at the time of annual appraisal.
2. However , NBOA’s contention that the Key parameters being finalised/already finalised for appraising the performance of officers for the year 2011-12 (both mid term and annual) is not designed to adequately and truly reflect the performance of our officers still remains unresolved.
3. Our contention that in the absence of any specific job profiles and also the nature of operations a DFI organisation like NABARD undertakes its next to impossible to truly and objectively appraise an officer on the basis of current KPA format in vogue.
4. That we are continuously in receipt of adverse feedback from our units as also a number of individual officers on the new appraisal system has further strengthened our view points. In fact introducing sweeping changes in the format of PAR without even discussing the same with the NBOA was in itself a avoidable feature.
WE THEREFORE ONCE AGAIN REQUEST YOU TO PUT ON HOLD THE PRESENT EXERCISE OF PAR AND FINALSE THE PARAMETERS AND OTHER DETAILS PERTAINING TO THE NEW APPRAISAL SYSTEM BEING PUT IN PLACE IN CONSULTATION WITH NBOA.
We are sure that your favourable decision on the issue shall diffuse the current situation of a widespread dissatisfaction and confusion over the clarity of the exercise amongst the officers and things will be amicably resolved before Bank embarks upon the Annual PAR exercise.

Upgradation of Pension and Family Pension

Please refer to the Part- C of our Charter of Demands submitted to the bank in November’2007 and numerous correspondences addressed to your office on the captioned subject matter.
As you are aware that the long pending unresolved issue of Revision of Pension & Family Pension upgradation is now fueling a deep resentment in the minds of both serving and retired officers of NABARD. In fact , the officers under the aegis of NBOA , along with the active support of NABARD Retired Officers Association have already launched themselves into an agitation mode on this issue of utmost importance.
We have now come to understand that RBI has suitably got its Pension Rules amended at its Board meeting and the same has been forwarded for ratification to GoI. Once this happens it would pave the way for amicable resolving of the issue at our referral institution i.e. RBI.
WE , THEREFORE EARNESTLY CALL UPON YOU , TO GET NABARD’S PENSION RULES SUITABLY AMENDED EXACTLY ON THE LINES OF AMENDED RBI PENSION RULES , AT THE EARLIEST AND FORWARD IT TO GoI FOR RATIFICATION , IF REQUIRED.
We are sure that under your able leadership this long pending unresolved issue will be favourably resolved , much to the relief of retired as well as serving officers. Needless to say that in case so required , NBOA shall use its all available resources and move along side by side with management in achieving the desired results.

Dear Sir ,
Providing a Conducive & fearless working AtmosphereNABARD since its inception has achieved many a milestones and has grown from strength to strength , primarily due to the able leadership it was/is bestowed with as also due to sheer hardwork and dedication of its officers and employees.
This fact has been invariably acknowledged by your good-self too. Your expectations from the officers of NABARD are many fold , and rightly too, and we are also sure that our fraternity shall never let down its organisation or its leader in so far as corporate goals and culture is concerned.
However to our utter dismay a plethora of punitive and coercive measures have been initiated against the officers reportedly on the grounds of trivial and small unintentional operational deviations which may naturally occur in a normal course of discharge of ones duties. This has led to a large scale demoralization of the officers and an era of Suspensions , Memos , Displeasure letters , Financial recoveries have been let loose, which is unprecedented in the history of this August Organisation. In fact , even the media too has gleefully reported the ‘CRACKING OF WHIP...TO AMEND THE OFFICERS OF NABARD’ , painting a very undignified status of officers community working in NABARD, which in any case is contrary to the actual sincerity and dedication displayed by all of us over the years.
We are afraid this practice of unleashing a fear psychosis among the officers and employees of the organisation would lead to drop in efficiency and morale of officers would adversely impact long term corporate interests of the organisation.
There is a very thin line between implementing a culture of corporate discipline (to which all the officers at NABARD otherwise too subscribe) and creating an atmosphere of fear in the name of discipline.
As a responsible representative body we have initially restrained ourselves to a great extent by avoiding to directly indulge in disciplinary matters , but now that these incidences have become a regular feature of our day to day working and our entire membership is directly or indirectly affected by these avoidable and non-conducive acts, it becomes our duty to request you to ensure that a conducive , healthy and trust worthy working atmosphere is provided to all the officers and employees. We assure to you that officers shall not be found wanting in achieving more than 100% of the assigned corporate goals. Thanking You

The bank , however , instead of honoring its corporate commitment towards a recognised body , has without giving any credence to the above cited rule has stopped deducting and remitting the NBOA’s subscription altogether for the Mumbai unit at HO and GAD vide its letter No. NB. GAD. SALARY.2539.Misc..2011-12 Dated 21/10/2011 has indicated to NBOA to collect individual authorisation for deduction of enhanced subscription. Incidentally , the Legal Dept of the bank in 2008 had opined on a reference from a RO , that bank should deduct the membership subscription amount from the salary of officers at enhanced rate and remot the same to NBOA as per its Constitution provision without fresh authorisation. However,the bank may not deduct the subscription towards NBOA of only those officers who have given in writing to the bank that their subscription may not be deducted. This view had been duly communicated to the RO vide HRMD letter No.HRMD. PPD.1337 /U1(Misc)/2007-08 dated 28 March 2008 (copy available with NBOA).only in case the officer concerned doesn’t have to its credit any OL AND/OR only in case when the officer concerned can not be sanctioned SL or special leave due to its non availability on grounds of the length of service of the officer. Administrative facilities to DDMs- Revision thereofPlease refer to AC-187 / PPD-56/2011 dated 21/09/2011 on the captioned subject. We thank you for the decision taken by the bank towards revising the administrative facilities to DDMs , which were long long overdue.
However we are dismayed to note that the revisions affected upon are TOO LATE AND TOO LITTLE , to say the best. Infact many of the existing facilities , which are otherwise available to the officers posted in ROs have been withdrawn from the DDMs (eg.leased rent to all the officers , irrespective of the population of the town is pegged at Rs.9000/= , however the same facility has not been extended to the DDMs , officers who are not drawing drivers allowance are eligible for claiming local conveyance but the same has been withdrawn from the DDMs).
Even the increase in office maintenance allowance @ Rs. 4000/= per month which has been revised after a decade or so is not commensurate to the present inflation rate. The 'additional' hither to available to DDMs , having tagged districts , too have been unilaterally withdrawn, putting DDMs having tagged districts at a disadvantage vis-a-vis with a DDM having no tagged district.
More so , the revisions affected too are in great variance to those which were agreed upon by the NBOA at the time of discussions held with CPD/PPD.
In view of the above we request you to consider suitable modifications to the contents of the AC under reference in consultation with NBOA so as to provide meaningful facilities to the DDMs.

Please refer to our fax message dated 19/09/2011 on the captioned subject. In this connection we draw your kind attention as per the following-
1. We have received intimation from officers posted at Sikkim that their residential units have suffered heavy damages and it would require major repairs before they are again made habitable. As of now its not feasible for officers to even scout for alternate arrangements as the condition of majority of houses in Sikkim is pitiable. OFFICERS ARE STAYING PUT IN THE OFFICE PREMISES FOR LAST TWO/THREE DAYS.
2. Basic amenities such as WATER SUPPLY , ELECTRICITY AND GENERAL CLEANLINESS has been greatly hampered and officers and their families are facing an uphill task in their day to day chores. AS PER THE AUTHORITIES , IT MAY TAKE AT LEAST TWO MONTHS TO RESTORE THE BARE MINIMUM NORMALCY IN THE TOWN.
3. As most of the officers are living alone there at Sikkim , they do not even have the basic prerogative of having the psychological and moral support of their family members and the basic psyche of the officers in the post trauma period is at best can be described as fragile.
IN VIEW OF THE ABOVE WE REQUEST YOU TO-
1. To shift the office to a safer place for the time being , may be to nearby Siliguri.
2. Grant One months Special leave to officers , to be expended within a reasonable period of time , so that they can visit and convalesce with their family members.
3. Provide adequate monetary compensation as an act of grace so as to mitigate some of their mental , physical and financial loss.
THIS KIND ACT OF YOURS WILL GO A LONG WAY IN CREATING AN IMAGE OF NABARD AS AN ORGANISATION WHICH CARES FOR ITS STAFF.

has taken place due to severe inflationary trends witnessed during this period.
I , therfore earnestly urges you to ensure implementation of the DDM package at the earliest. I assure you that I will continue to discharge the assigned duties productively and effectively which will as hither to result in ensuring smooth implementation of NABARDs’ assigned mandate in my district.

PENDING ISSUES - LETTER BY GS

Long Pending Issues

Please refer to our letter dated 26/04/2011 on the captioned subject.

We once again draw your kind attention to the fact that inspite of repeated written and verbal requests, the Bank has chosen not to implement many of the agreed upon Issues though a considerable time period has already elapsed. Our repeated requests on the issue have fallen on deaf ears. A few of the important issues already agreed upon by the management and still pending for Implementation for years and months together are-

1. Non Implementation of DDMs Package- Pending for more than two years despite assurance given by the management on 28 June 2010 for its immediate implementation.

2. Enhancement of Ph.D Allowance so as to make it at par with RBI- Pending for nearly 3 years .

3. Provision for providing Car to GMs (Part B of the charter of Settlement)- Pending for 6 months

4. Provision for providing A/Cs to GMs (Part B of the charter of Settlement)--Pending for 6 months

5. Revocation of decision to reduce Faculty Position at BIRD for NABARD officers

6. Revocation of steps initiated by the Bank to intimidate and harass some of the officers.

7. Non Implementation of decisions taken at JCC meetings.

8. Non Convening of long overdue JCC meeting.

9. Non providing of a signed copy of the PAR feedback sheet (year 2009-10)

In addition to the above, other important issues such as Non-Implementation of HR Committee Recommendations , Issues related to Repositioning of NABARD (BCG exercise), Issue pertaining to deduction of CL from officers of West Bengal RO on the days when office was closed, Roll back of hike in VOF tariffs and Issues arising out of transfer exercise 2011 are also pending for settlement and require urgent discussions.

We are also constrained to submit that during the last 6 months the matters relating to internal administrative issues requiring urgent solutions both in the interest of institution as well as staff members have been kept unresolved in the absence of any interaction between management & NBOA. This has fomented widespread dissatisfaction amongst the officers community.In fact,it is widely believed that there is nobody at the top to take any decision on internal administrative matters including promotions,transfers etc which are kept pending for months together.

We, therefore, once again solicit an urgent audience, latest by 10/06/2011, with you , to sort out the above issues.

Needless to say that the present state of widespread dissatisfaction amongst the officers over the unresolved issues may lead to disturbance of conducive Industrial Harmony in the Bank. You will kindly agree that NBOA cannot be held responsible in case such eventuality does arise.

LETTER ON TRANSFER ISSUE BY GS

                            Delay in Issuance of Transfer Orders

We draw your kind attention to our meetings held with MD, ED (HRMD) and other senior executives of HRMD on the captioned issue. We had indicated that as per the CBSE/ICSE guidelines all the schools and colleges are commencing their new academic sessions from March/April and as such Transfer orders for the year 2011-12 may be issued at the earliest so as the transferee officers are able to take decisions pertaining to the studies of their wards. More so, the transfers in NABARD, being in the nature of Interstate transfers, also require that a transferee officer has to put other paraphernalia for his family, pertaining to his social and domestic obligations, in place before moving out to take-up the new assignment. NBOA was made to know that the job is being done expeditiously and transfer orders  will be issued very soon.

Over the last few years the annual  transfer orders at NABARD have been issued latest by the second/third week of April, in fact NBOA has been demanding the management to complete the exercise latest by March end itself, so as to minimise the transfer related difficulties for an officer. To the dismay of the members, specially those who are under Zone of Consideration for a transfer , the wait seems to be unending and in the process the officers concerned are being made to incur financial losses and have been put under constant avoidable stress. In light of the above we earnestly request you to consider the following-

1. As the process has already been delayed the number of transfers, as also laid down in the NABARD Transfer Policy be kept at the bare minimum.

2. In order to ensure the bare minimum transfers only those officers  who have completed their tenures at NE states and other difficult rated centers, as also at Jammu may be considered for transfer.

3. In addition to the above the requests put in by officers seeking a transfer to their choice centers due to various reasons beyond their control, may be considered favourably.

4. To issue the transfer orders without any further delay.

The above request if granted shall not only reduce the problems faced by the individual officers but would also result in curtailing the revenue expenditure related to the transfers by the bank and would also result in saving of precious Mandays of work.

VOF FACILITY TO OFFICERS - LETTER FROM GS TO MD

VOF Facility to Officers

We draw your kind attention to Circular No.49/PPD-15/2011 dated 18/03/2011 on the captioned subject. In this connection we submit as follows-

1. The essence of providing VOF facility to officers falls under ‘Staff Welfare Measures’, a fact which can be corroborated in the original Circulars issued at the advent of the VOF facility and has been accepted on various occasions by the Bank during the discussions with NBOA on the issue.

2. The Circular under reference, issued on 18/03/2011, has clearly shifted the essence of VOF facility from ‘Staff Welfare Measures’ to ‘Corporate Welfare Measure’ and in to a great measure the facility has been almost converted for the benefit of Official tours and for personal use of Chairman, MD, EDs-both present and formers-and for their family members and guests .

3. We were astonished to note that though all the earlier circulars have indicated that VOF allotment shall be strictly as per ‘First come First Serve’ basis, the master circular under reference has conveniently undermined this aspect and has indicated that priority shall be given to Officers on tours and transfers and also to the official guests and thereafter if accommodation is available then only to officers on personal visit. (please refer to para 5.3 of the circular). It tantamount to saying that now VOFs shall be primarily used as ‘Revenue saving/generating’ devices.

4. Moreover the VOF charges , in case of personal visits , have been increased 200% from Rs. 5.00 to Rs.100.00 per day. This inspite of the fact that RBI continues to charge only Rs.5.00 per day and also the fact that the bank , before taking such drastic decision has not deemed fit to even consult NBOA. We are at loss of wits to note that when NBOA is not even consulted on such issues then why is a copy of the circular being marked to us?

5. While the rates for all the lesser mortals (officers upto grade ‘F’) have been hiked from Rs.5.00 to Rs.100.00, the facility to Chairman, MD, EDs and their kith and kin, as also the guests, shall be provided free of cost along with free foods and other facility for as many days as they may wish. Incidentally, for all other officers an embargo of 7 days at a stretch has been fixed for staying in VOF on personal visits.

In light of the above , we earnestly request you to-

1. Roll back the rental charges from Rs.100.00 per day to Rs. 5.00 per day for officers and their family members who are allotted VOF on personal visits.

2. The VOF may be normally allotted for 7 days on personal visit but discretion may be granted to OICs to extend the allotment in deserving cases such as Illness or examinations of Kids etc.

3. VOFs may be allotted on ‘First cum First Serve basis’ with priority to be given to personal visits over official visits, so that the true essence of VOFs as Staff welfare Measure remains in place as hither to.

DEDUCTION OF CASUAL LEAVE - WEST BENGAL RO - LETTER BY GS TO MD

Deduction of Casual Leaves - West Bengal RO

Please refer to the correspondence resting with our letters dated 31/08/10 and 02/11/2010 on the captioned subject. We have been apprised by our West Bengal Unit that the bank has unilaterally debited the Casual Leaves of officers, reportedly for non attending the office on 05/07/2010 and 07/09/2010 .

In this connection, as already apprised to the bank vide our letters under reference, the following is again reiterated-

1. That, it is the prime and sole responsibility of the management to keep the entrance of the office opened during the working hours, so that the officers can enter their workplace unhindered and uninterrupted.

2. The basic responsibility of providing safe and unbridled passage to the officers in and out of the office premises vests with the management.

3. On 05/07/2010 and 07/09/2010 the officers of West Bengal RO have turned up for their duties at the West Bengal RO as at the start of business hours. However, to their utter dismay they found the entrance gate locked up (photographic evidence available with NBOA) . In spite of their best efforts they were unable to enter the office as the management was neither able to get the entrance unlocked nor it provided any security to the officers.

4. In turn, the officers were heckled and abused by certain outsiders, reportedly supporters of the Bandh Call. At that time too, we had lodged a strong protest to the bank on such unsavory incident/s.

5. Now the bank has arbitrarily and unilaterally debited Casual leaves of the officers. The officers of West Bengal unit are peeved at this stance of the bank and have submitted a memorandum to the CGM on 11/04/2011 and have decided to sport black badges and if need be intensify their protest on this legitimate issue.

NBOA, therefore, once again requests you to instruct the RO not to debit any CL or any other type of leaves from the officers for the days under reference. This will pave way for smooth functioning of the office and maintenance of Industrial harmony in the organisation.

BCG : Repositioning in NABARD

Please refer to the only meeting management had with AINBOA on the captioned subject. We draw your kind attention to the following decision taken thereat by the then Chairman , MD and other senior executives.

1. It was assured that the NABARD’s position as DFI shall remain unaltered and no such activity shall be embarked upon which may lead to the dilution of NABARD’s mandate as enshrined in NABARD Act, 1982.

2. It was also assured that only those new operational activities will be introduced for which basic and rudimentary skills are existing with NABARD staff and efforts will be made to further strengthen the areas of expertise developed by NABARD over the years.

3. A firm commitment was given that the service conditions of officers of NABARD shall not be altered at all and they would continue to be governed as per the proviso of NABARD Act , 1982 and NABARD Staff Rules , 1983 with specific reference to parity with RBI.

4. It was also decided that there shall be a regular meeting/discussion with NBOA in order to smoothly implement the repositioning exercise.

With great anguish we bring to your notice that niter the AINBOA has been consulted on the issue nor it is being kept apprised of the things in offing. Now we have come to know that Bank is contemplating a few changes in the service conditions which would have direct bearing on the service conditions of Officers vis-a-vis parity with RBI. NBOA reiterates that it would not be feasible for us to accept any dilution on this aspect.

We once again request you to immediately convene a meeting with NBOA on the issue to have a discussion on these important aspect.

The recently concluded National Council Meeting of NBOA has expressed its deep resentment on the non implementation of the DDM Package inspite of the fact that your good self have time and again given a firm assurance that it would be implemented without any further delay. We request your favorable intervention on the issue so that this long pending demand of NBOA which has direct bearing on the motivational level of our DDMs is finally implemented in letter and spirit without any further delay.

AMENDMENT TO THE CONSTITUTION OF NBOA PROPOSED BY KOLKATA UNIT

As per the resolution passed by the General Body of NBOA, Kolkata in its meeting held on 09 December 2010 and subsequently discussed and approved on 23 March 2011, we propose the following amendments to the Constitution of NBOA to be included in the agenda for National Council:

1. In the event of transfer of an office bearer of Central Unit to another unit from where s/he has not been elected, the representation of the unit to which the Central Unit office bearer is transferred should continue in the CEC. That is, the representation of the unit in the CEC should not cease because of the presence of an office bearer of Central Unit in that particular unit by virtue of transfer. Both the Central Unit office bearer and the local unit representative should continue to represent.

2. The relevance of the post of Zonal Secretary should be reviewed and the post should be done away with. Instead, five new office bearers posts - in the form of two Vice Presidents (in place of one), two Joint Secretaries (in place of one) and eight Executive Committee Members (in place of five) - may be created which will compensate for the loss numerical strength of the Central Unit office bearers.

3. Some modalities have to be worked out for representation of smaller units either by tagging them with bigger units taking geographical proximity into account or they may continue as separate units but representation in the CEC may be allowed based on strength of combined membership. There are at least eleven to twelve smaller units which go unrepresented.
